BRIEF OVERVIEW OF THE RESPONSIBILITIES OF THE DEPARTMENTS IN THE MINISTRY OF DEFENCE
I. DEPARTMENT FOR SUPPORT TO THE MINISTER
The Department for Support to the Minister provides legal, administrative and technical support to the Minister on matters directly related to Minister’s work.
II. DEPARTMENT FOR COMMUNICATIONS, ANALYTICS AND OPERATIONAL SUPPORT
The main responsibilities of the Department for Communications, Analytics and Operational Support include public affairs, publishing activity of the Ministry, analyses and research of public information, planning and implementation of public affairs training in PARC and protocol support to the Minister, Deputy Minister and the State Secretary in the Ministry.
III. DEPARTMENT FOR INTERNAL AUDIT
The main responsibilities of the Department for Internal Audit are matters related to the assessment of the compliance of the Ministry with the laws, by-laws and agreements, as well as a thorough assessment of the functioning of the internal control system.
IV. DEPARTMENT FOR INSPECTION IN DEFENCE
The Department for Inspection in Defence inspects the implementation of the legality in the work of the Ministry, the General Staff and the Army, and for certain matters of defence interest in the bodies of state administration, local self-government, organizations and trade companies, public enterprises, institutions and defence related services as well, in accordance with the law and the Rulebook on Inspection in the Field of Defence.
VI. DEPARTMENT FOR POLICY AND PLANNING
The main tasks of the Department for Policy and Planning is to plan, manage and direct the work related to the organization and preparation of the defence system, cooperation with the European Union and participation in the European Security and Defence Policy, cooperate with the other departments of the MoD and the General Staff of the ARM in the development of the defence strategic documents, draft the Defence Plan of the Republic, assess any potential military and other dangers that threaten the sovereignty, independence and territorial integrity of the Republic and the functioning of the Ministry in a state of war, and perform tasks related to armament control and defence resource management and the planning of the defence budget.
VII. DEPARTMENT FOR INTERNATIONAL COOPERATION
The main responsibilities of the DIC include planning, managing and directing defence international cooperation of the Ministry of Defence, implementing the MoD policy in its multilateral, regional and bilateral cooperation with NATO and PfP countries, providing NATO standards and working on the preparation and organization of operations and exercises conducted by NATO and PfP countries.
VIII. DEPARTMENT FOR CIVIL – MILITARY COOPERATION WITH REGIONAL DEFENCE CENTRES
The Department for Civil – Military Cooperation performs duties and tasks related defence preparations, popularization of the military profession, military records and manning the reserves, and especially duties and tasks related to planning, analyzing and monitoring the medical and other check-ups and psychological tests for determining the health condition for military service, recruitment and voluntary conscription.
IX. DEPARTMENT FOR LEGAL AFFAIRS
The Department for Legal Affairs performs the activities related to drafting proposals for passing laws, drafts and proposals for laws in the area of defence, as well as decrees and decisions that the Ministry proposes to the Government for adoption; rulebooks, instructions, orders, decisions, plans and programmes under the responsibility of the Ministry and the General Staff of the Army.
X. DEPARTMENT FOR HUMAN RESOURCES
The Human Resource Department performs tasks related to personnel management matters in the Ministry. The Department analyzes the situation with the personnel potential of the Ministry and proposes possible solutions for the personnel and prepares analyzes with proposals for amending the existing legislation. The Human Resource Department organizes and coordinates the work related to the education and training of the MoD and the ARM employees and develops policies and procedures for monitoring and evaluating the work of the employees and evaluates the ARM training plans.
XI. DEPARTMENT FOR FINANCE
The Finance Department performs budgeting and budget analysis; determining and adopting the financial plan of the Ministry; execution of financial resources specified by the MoD budget and the financial plan. The Department analyzes the financial resources and budgeting in the Ministry and proposes possible solutions for overcoming any potential problems.
XII. DEPARTMENT FOR LOGISTICS
The Logistics Department organizes and prepares the logistic system and proposes measures for its development, upgrade and improvement. The Logistic Department cooperates with the relevant institutions and state authorities on matters that are part of the expert rules and regulations; monitors the laws and bylaws relating to logistic provisions and applies them in practice.
XIII. DEPARTMENT FOR REAL ESTATE
The Real Estate Department carries out activities related to drafting of normative acts for real estate used by the Ministry of Defence and the Army of the Republic of Macedonia; preparation of reports, analyzes, information and other materials for the Ministry of Defence, the Government of the Republic of Macedonia and state administration in the field of trade, substitution and leasing of real estate used by the Ministry of Defence and the Army of the Republic of Macedonia, etc.
XIII-а. DEPARTMENT FOR SERVICES, TOURISM, MOTOR POOL AND MAINTENANCE
The Department for Services and Tourism, Motor Pool and Maintenance organizes and coordinates the work in the Army Clubs in the country and the catering facilities of the Ministry; plans the everyday maintenance of the facilities, the supplementing of the inventory and the provision of expendables and other material assets.
XIII-b. DEPARTMENT FOR SPECIALIZED PRODUCTION
The Department for Specialized Production performs expert and qualified work in the area of specialized production, more specifically, in the segment of maintenance of specialized vehicles and equipment, their regular control and servicing.
XIV. DEPARTMENT FOR C-4
The C-4 Department performs activities related to planning and participation in the drafting of rules and manuals in the field of computer science, telecommunications, frequency management and information documentation. The Department plans and implements the development of the entire communications information system for the defence needs in coordination with J-6 of the GS. The C-4 Department prepares annual plans for archive signs for distribution of the acts in the Ministry and the GS of the Army, annual plans for archival materials of permanent value for the Ministry and the GS of the Army and annual plans for documentary material with deadlines for its storage in the Ministry and GS of the Army.
XV. SERVICE FOR HISTORY – MUSEUM FOR PEACE AND SECURITY – DEFENCE RESEARCH (MILITARY MUSEUM)
The Service for History – Museum for Peace and Security-Defence Research performs activities and tasks related to the study of military matters of the Macedonian people, modernization of military history as a specific military science, establishment of cooperation with the consortium of military history with the NATO member states, exchange of historical materials (weapons, tools, archival documentation) and other materials with NATO member states, procurement, protection, conservation of museum material, organization of exhibitions and presentation of museum material.
XVI. DEPARTMENT – MILITARY AVIATION AUTHORITY
The Department – Military Aviation Authority performs expert and administrative tasks in the field of military aviation related to flight safety, aviation engineering, issuing special aviation technical bulletins for changes in aircraft construction, aviation personnel, quality checks of the education and training of military pilots and military air traffic controllers; aviation management, airspace management, which encompasses activities related to checking the flight procedures at military and mixed airports.
