Dragan Nikolic was born on 23 January 1969, in Shtip, the Republic of Macedonia. He lives in Skopje.
He graduated from the Faculty of Electrical Engineering in Skopje, the University of “Ss. Cyril and Methodius” – Skopje, where he obtained the title graduated electrical engineer in the field of computer technology, informatics and automation.
Dragan Nikolic finished the prestigious National School of Public Administration – ENA in Paris, the French Republic, from February 2004 to May 2005. He has a certificate from the “e-Governance Academy” in Tallinn, the Republic of Estonia on the topic “ICT and ICT Management in the Public Sector” and a certificate for management training at the Adizes Institute, Santa Barbara, California, USA, acquired from July 2005 to July 2006. He holds a certificate from USAID Macedonia for completing the training “Total IT Security” from October 2005 to March 2006.
He has been working in the Ministry of Defence for 19 years. His first position in the Ministry of Defence was in 1998 as a system engineer for databases, operating systems and networks in the Department of System Engineering in the Informatics Department at that time, after which he continued to work as an acting Head of System Engineering Section in the same department.
His career continued as an Assistant Head of Department in the C-4 (Command, Control, Communications and Computers) Department, after which he was promoted as Head of C-4 Department in the Ministry of Defence. He was the youngest head of department in the institution, when he was promoted to this position, with 32 years of age and he remained on that position for the longest time in her career – six years. The next career post was as a C-4 State Advisor in the Ministry of Defence, and after three years on this position, he was appointed as Head of Section in the C-4 Department. He has been the only public servant, that is, administrative servant in the Ministry of Defence, who has gone through all the levels of administrative service throughout his career, starting from the initial, expert level, up to the position of state advisor.
In May 2003, he participated in the preparation of the National Security and Defence Concept of the Republic of Macedonia, in 2006 he was the Head of the Group for adopting the the Strategy for Development of the Global Communication and Information System of the MOD and the ARM, and participated in the preparation of the Strategic Defence Review – SOR (2004-2006). Moreover, he was also a member of the National TASK FORCE of the Republic of Macedonia for the preparation of the Strategy for Development of the Information Society of the Republic of Macedonia and an Action Plan (2004 and 2005) as well as a member of the working group of the Republic of Macedonia for the adoption of the National Strategy for development of electronic communications and information technologies in the Republic of Macedonia.
The professional membership in some organizations and associations is also part of his work experience. He is a member of the International Armed Forces Communications and Electronics Association (AFCEA), as well as the Council of IT experts – Macedonian Association for Information Technology – MASIT.
